Doc is out of date

https://intbitset.readthedocs.io does not seem to be updated anymore.
@lnielsen would you know how to restore the publication? FWIW, despite being the current de-facto maintainer, I have zero admin access to this repo.

@lnielsen gentle ping.... since I am the primary maintainer and user of this utility, may be it would be best to transfer it over entirely? Otherwise I will have to fork it as intbitset2 if I cannot perform basic things such as releasing doc.
