reorganize files and folders to automate index

we can think about reorganizing the folders and files such that we don’t need the manual index tree in quarto.yml anymore

To do:

• Try a minimal toy example Quarto website first
• If it does not work file issue at https://github.com/quarto-dev/quarto-cli/issues
• If it works proceed to rearranging BAC

@moronip81 tried this before, but had trouble to get it working with more than 1 layer in the folder structure - @cicdguy do you have pointers towards how it would work in that case?

Not super great. There are still some limitations for hierarchical structuring in an automated way. There are some workaround but they aren't very elegant.

@pawelru slightly related to what we discussed re: webr addition etc, but I think this can be closed from my perspective / will be superseded when you reorganize for webr etc.
