Different output on graph and no trigger alert

I'm not getting the same data result as the one from the tutorial, nor is the trigger alert (red line) coming out when the ratio goes out of the bounds.

How do i also make it so that the threshold is +/-10% of the 12 month historical average ratio? How can I figure out the 12 month historical avg ratio?
