Improve how CSV files are loaded into restraint tables #264

Order matters when CSV files are added.

The system can be improved to handle the order based on ranking in https://data.pdb-ihm.org/chaise/recordset/#1/Vocab:File_Type@sort(RID) and allow the user to upload multiple file types without waiting.
