Testnet Section

There is a testnet section defined in the devportal, but it's not linked to from anywhere. At the moment, this testnet section has mostly identical content as the quick-start-testnet section.

It would make sense to make Testnet into its own section and link to it from a condensed quick-start article.

This will keep the quick-start from expanding too much and allow the addition of the tools sub-section in the root Testnet section.

• Make the quick-start-testnet section less wordy.
  • Link to the new Testnet section for details
• Make sure the Testnet section has all of the detail being removed from the quick-start-testnet page.
• Clean up old instructions about testnet.steem.vc.
  • Link to "Setting Up a Testnet" instead.
