Civic managers should be able to enter additional information about an issue

There is a need for civic managers to enter additional information about an issue. Probably a text box should be added in the issue's administration area.

This information should be also available in the page where all issues are listed.

It is desirable that front end request to change the status. Users can then themselves to report change of status of the problem.
