Allowing anonymous issue submit

Can anonymous user input be implemented in the future or is it a security issue?
Could some form of captcha be used to prevent "bad" input to database?

Is it better to use a demo acount (demo/demo) in joomla and give away the credentialls?
I think municipalities want the esasiest way for citizens. If the end user is unregistered in Joomla, the process is long to post an issue.
