Add the JOMOPANS maps to soudscape maps of continuous underwaternoise.

@PeriklisICES to load the netcdf files monthly and annually.
@Emily to provide the mapping between the map and the filter.
@PeriklisICES to load the NetCDF as layers and raw (full layer).
@eva to follow up with Emily if there is anything specific to add to the disclaimer download
