Test data - dummy data for all hierarchies #160

I would be great to have some dummy data for all the different hierarchies to test how generic our functions are

'WGRDBES-EST TEST 4' would be a good sampling scheme for these files - DEstatum could distinguish between hierachies

Dave has some old code for this
