Some fields in the download are missing in EH

Netclogging, FlowmeterType and ELVolFlag appear as fields in the downloaded EH-file, but there is no data in the file.
StatRec does not appear on the downloaded EH-file.

We have corrected all this fields, just needs a second test.

Netclogging, FlowmeterType and ELVolFlag data are in the download of 2020, but not in the download of 2019 data

StatRec is neither in the 2020 or 2019 data download

In addition: ELHaulFlag is empty in the download, for example: Dutch IHLS september data ELHaulFlag should be 'U' for NationalHaulID 20195400632

Also MeshSize, CodendMesh, StationNumber are empty in the download
