Mark Stable timepoint for SNOW

Requirements:

• ICE should transfer with applied vesting
• SNOW should transfer directly without vesting

This release marks the stable tested point for the requirements of Snow. This is NOT to mark ready-for-production to launch Snow but to refer here in future when team starts separating Snow and Ice.
