if you have a plugin, then you don't need us to do it, put it out for testing, get feedback, and report results.
if you want padding please identify at what protocol layer and how it would be managed, whether any protocol changes are required, and submit a proposal. Some protocols already do some padding now but may need some tuning, some don't. Also please point to research or best practices on padding size distribution.
