keybindings randomly stop working

I'd like to bug report this but I very much have no more to say other than "sometimes Hyprland stops taking my keybinds but the windows still take them". Neither hyprctl reload nor hyprctl keyword source ~/.config/hypr/bind.conf (neither does putting the keybinds in the main hyprland.conf) seem to do anything.

I haven't found any kind of pattern that makes it happen, it just shows up and can only be solved by restarting hyprland.

Is there any way I can test this to make a useful bug report?

maybe you enter a submap by accident? or toggle some mod like numlock?

It's strangely unreliable, for a bit it seemed like it was happening consistently whenever toggling a plugin, however then it just stopped and I haven't seen it since. I doubt it was a submap because that should technically show in my waybar and that didn't show anything
