Workflow of Knossos and Talos CLI is to generate the initial set of resources, which can later be modified by hand or updated from database changes (when #7 is implemented)

Given that the manual changes can difficult to diff, it would be useful to have a command to normalise the resource files so that they are represented in a predictable and stable form
