The tool, once installed, should offer to update itself directly and thus avoid going through the install process again. Electron Forge proposes something quite simple, if the tool is public (which is the case): https://www.electronforge.io/advanced/auto-update

For Debian and Ubuntu, the best option is launchpad : https://help.launchpad.net/Packaging/PPA/Uploading
