Create a DAG that can submit New primary datasets

This looks easy to do, and would allow using launch_multi_analysis (with an appropriate collection_type) to function equivalently to the (currently buggy) Submit button on the ingest-ui dataset page.

There are methods in the new version of commons which can handle the authentication/permission parts of the endpoint.
