Can't Hide or Skip SecureSubmit

Hi, we have applications where we would like to show SecureSubmit credit card payments if the form total is greater than $0 (or sometimes other logic). But if they don't select any products that cause payment, or they have a discount code to bring it to $0, then we need to allow them to submit the form without adding credit card information.
