Implement Count Search Functionality in Draft Section to Easily Find Counts by Facility

Description

The Draft section of the app should have a search functionality to allow users to search for counts based on specific criteria, such as the facility they are linked to. Currently, if a user creates multiple counts with the same name but linked to different facilities, different records are created. To find a specific count linked to a particular facility, the user has to open the details of each count individually. Implementing a search feature will enhance user efficiency and simplify the process of finding the correct count.
