We need a tutorial for writing custom proc blocks.

We should be able to reuse proc_block_1.md and proc_block_2.md from the hotg-ai/dev-hotg-ai repository. Those two pages were removed because they weren't ever made accessible on the hotg.dev site and we are moving a lot of our tutorial content into this repository.
