Allow creating notification sounds in app using TTS

Using this StackOverflow answer it appears we can use AVSpeechSynthesizer to do text to speech and save to a file which we could then use for notification sounds. Would be cool if we could get Siri or any of the other voices to generate sounds. Alternatively, we can use the TTS stuff built into core for the same effect. Maybe even allow dynamic TTS to be set in a notification so that the sound is generated and hosted by HA and then when the notification is received by the phone it downloads the sound from HA then plays it.
