Set up login screen mode

From docs: If you log in from within your local network, you are greeted with a login screen showing all the people in Home Assistant. When logging in from outside your local network, the users are not shown.

Would be really great if this behavior could be configured, so it could be selected whether to display the list of users on local network or not. I'm trying to figure out some scenarios where one would not want to show local users:

• When the network is shared with gests (friends, workers, ...)
• When the network is shared via vpn
• SSH tuneling to other network
• When wifi gets hacked
• Might be other scenarios or purposes
