Auto assignment of programs to Organisation Units

When trying to add a new bottleneck to an intervention, the error below appears on a local instance (localhost)
Although it does work on the testing instance (as the intervention was created with “Testing Indicator 1”): https://dhis2academy.hisptz.com/unicefappsdev/dhis-web-commons/security/login.action , but not on localhost or debug.dhis2.org (with Sierra Leone default program indicators)
