Some webview pages cannot match global scaling.Such as plugin detail page.

The page is just reducing the actual size of the viewport, rather than draw with the original viewport (when scale is 100%) and then shrinking to 20%.

Oof yeah I think I reversed some of the logic here. Will fix.
