Just a note, I do not believe we need to concern ourselves about how a CN selects a BN.

That's up to the CN, and that system may use any mechanism desired
In most cases, selecting a BN is more of a human decision than a software decision. In most cases it comes down to contracts, costs, reliability, and other judgement factors (or lack thereof).
- Personally, I expect most CN's will just use a list of references (e.g. nodeID in an address book, IP address, or similar) that is configured locally and private to that consensus node.
