Fix lighthouse build

To run the lighthouse tests, lighthouse needs access to a build with access to database. To fix this we should either wait for the deployment and run the lighthouse tests on the staging website OR we need to find a way for the local build to connect to the staging database. I am in favor of the first option since it will make the github action run noticeably faster since it wont have to build the website every time it runs
