Add field to /user/edit endpoint to add/display a skill.

Create an endpoint to add a new skill if it does not already exist.

Look into using jQuery UI: autocomplete to achieve this on the template side. Use jQuery Ajax Request to send a GET request

Now that edit is linked, I was thinking we could do this. I have some code to pull the most popular skills/frameworks/categories from StackOverflow. Maybe we can incorporate that?
