[Feature]: Pinned Items

Description

Ability to pin announcements, files, etc. from courses and pull all pinned items together in one collated view. Also display pinned items at the top of each Course view.

When beginning work on a task, click on the ... button to the right of the task and click on Convert to Issue to create a child issue linked to this parent issue.
