From @ironchefpython on #329:

I would recommend four new leaderboards on the stat page:

  • top new gifters for the upcoming week
  • top new gifters for the previous week
  • top new recipients for the previous week
  • top new recipients for the previous week

These would be based on gifts newly created that week, and would privide both the sanity check for new givers, it would provide an opportunity for competition.

Accounts with no activity should have a 30 day closure period, tracking IP Geo Loc. Do you have an AVS system that affects scoring on whether or not to allow deposits?

@RoarMax explain how you would measure activity? I'm sure there are users who tip/get tipped but don't log in very often while there are others who log in plenty (for whatever reason) and don't tip/get tipped.

Tippers that neither giver nor receiver that show login activity, we called these sleepers in gaming old account little activity going on the basis that analysts will look at the age of the account as proof of legitimacy. Receivers that rarely login or receive by the same measure. It sounds dumb but they will do this.

I didn't mean to imply it sounded dumb, just that it alone isn't that great and by enforcing a limit on when, they'll perform some minor activity (legitimate or not) to avoid being caught. Besides, I would have been suspended too :P had this been in place a while ago.
