add pledges for certain projects

This is related to bounties (#214), but this is about whole projects and not just bugfixes or feature additions.

[12:03pm] nonchalance: "pre-tipping" if you will
[12:05pm] nonchalance: a pledge, i guess
[12:06pm] nonchalance: going back to the original point, you are tipping based on what someone has done with the hope that they go do other cool things
[12:06pm] nonchalance: the flow is {something cool} ➡️ {tip} ➡️ {next cool thing}

I'm seeing this as outside the core Gittip model of recurring no-strings gifts to people. Anyone else want to champion this idea?
