drop $10 minimum on payouts

Now that we don't have a payout fee (#1282), we should always pay out, not just when there's a $10 minimum.

Yes, please! Being a below-poverty-line musician off and on for over a decade, I have learned to stretch every penny to the max. I have $9.25 in weekly pledges right now, and I could have bought a LOT of food with that this week!

Gotcha! I'm kind of a jerk for asking about it, I know. Like the dev team doesn't have more important things to do?!?! Thank you guys (and girls) for all you do. I'm absolutely in love with the website. :)

One thing to remember when we do get around to this is that the payout minimum interacts with the payin minimum. If someone is set up to tip $1 and we charge them $10, then if they have a bank account attached and there is no minimum and we're not careful we'll just payout the $9 to them, and charge them another $10 next week. I believe it was something like this that @indirect hit over on #1093.

Maybe there could be two sliders that would let you choose the amount/range at which you'd like to either pay in or pay out. If the numbers don't add up, it could either provide an on-screen warning or outright stop you.

Otherwise, it couldn't hurt to send out an automated email to the user a day before to ensure that their crazy scheme is really what they want.

I did not know there was minimum balance for transfers out. Do we state this on the site anywhere? I read https://www.gittip.com/about/ as suggesting that there is no minimum for transfers out to bank accounts. (Since a minimum is mentioned for PayPal due to fees and the lack of fees for bank withdrawals is explicitly mentioned.)

For now it is implementation necessity. With no minimum we would first charge the user $10, then we would do his tips (lets say $0.50) and finally transfer $9.50 to the bank account. Effectively doing $0.50 tip with a $0.20 fee. We would need to add some smarts to payday calculations.
