enumerate pledges in people and not dollars

Reticketed from #93. The idea is to make it clearer when money is and isn't changing hands.

The text on unclaimed accounts would change from:

"This person has $22.47 in pledged tips."

to something like

"Four people have pledged to tip this person, if they wish to claim it."

This got implemented at some point.

I think there's a minor leak - the leader board shows $ for unpledged still.
