Create a switch which toggles the water level between low and high (no animation is necessary; it will only affect things off-screen).
Water level must save between scenes.
Level team will create some nodes that only exist in the raised state, and some that exist in the lower state. Create a way to enable/disable these nodes dynamically based on the water level.
Water level must be remembered between scenes.
