Consider Tests (+ive and -ive) for alg-id specified via Application layer

As per RFC https://www.rfc-editor.org/authors/rfc9052.html#appendix-A
alg-id can be set by the application layer (instead inside the protected header) and communicated to the signing and verification layers on the sender and receiver side respectively.
