Adding policies/bots for automatic validations

Proposal

Following the idea of defining roles and permissions to the repository, we should have some bots to do some of the "management and validation" work automatically. Ref: https://github.com/googleapis/repo-automation-bots

The first policies that come to mind is:

• Bot to check if the content was written in English, if not, deny the PR.

If we look into documentation repos we probably will find more good ideas that we can replicate.

Use-Case

I would like to have automatic basic validations to optimize people's time to focus on the content of the proposed content, and not basic rules.
