Declare new CollectionView component

• Add 2 icons to the left menu to switch between the dashboard view and the collection
  • dashboard mat-icon for dashboards
  • library_books mat-icon for collections (any other proposition is welcomed!)
• Configure a new variable ARLAS_SERVER_URL (server.url in settings.yaml) to be used to fetch the list of collections

Content of the collection view

• The is public toggle and organisation dropdown list should be displayed only in iam mode
• The owner, is public and shared_with columns should be displayed only in iam mode
• actions column should be displayed only in iam mode AND when the user has 'dataset' role
• The organisation dropdown list checker filters the owner OR shared_with column
• the search bar should search by name or display name
