ci: refactor release-tip to be architecturally similar to release-tag #4970

The release-tag.yml job is much better written than the antiquated release-tip. We should refactor release-tip to be more like release-tag.

Important for tip releases: if a build already exists for the commit on HEAD, the tip build should cancel itself (not fail).
