Looking a bit deeper I might be wrong, but new images have this layout:

Which suggests DO might be no longer expecting the recovery partition to be in /dev/vda1 ?

FWIW I just managed to convert a Debian 10 Droplet (c-32-64GiB at FRA1) to Arch using the normal procedure in the README.
The only "special" step is that Arch got stuck on boot asking for a timezone so I had to input it from the recovery console.
