Briefcase tabs are disabled when run on java 9 and 10 and select sd on Windows

Problem description

Pull, Push and Export tabs are disabled after selecting sd when run Briefcase with java 9 and 10. After closing and relaunching Briefcase user is able to use the app. The issue is connected to the first run.

Steps to reproduce the problem

1. Install java 9/10
2. Run Briefcase
3. Set sd
4. Try to move to another tab

Expected behavior

User should be able to use app in first run and change tabs.

Other information

• I was not able to reproduce the issue on Ubuntu
