Map tile size is confusing and does not have any effect if map contains arcgis cache layers

The map tile size does not have any effect when used with arcgis cache layers. This is confusing for the user and problems with the map can be easily confused with wrong tile size. This is not a serious bug if you know how the application works but a difficult one to handle for non technical persons.
