can't run aliyun cli command via gardenctl

Describe the bug
I run following command but get error
gardenctl aliyun ecs DescribeInstances

To Reproduce
Steps to reproduce the behavior:

1. target to garden cluster and a shoot cluster
2. gardenctl aliyun ecs DescribeInstances
3. output is
   2021/10/19 16:29:03 Aliyun CLI failed with ERROR: 'aliyun' is not a valid command or product. See aliyun help.
