Make requirements progressive

Requierements should be split into two sets:
general requirements, and tic-tac-toe specific requirements

For this project, have very clear explanation and a few examples of user-facing bugs in the general requirements.

Future projects must meet all these general requirements+

I think this will be addressed by https://github.com/ga-wdi-boston/project-template. The way I've set it up is with a requirements/ folder that should house general or standing requirements, planning requirements, and project specific requirements. Where standing and planning requirements are the same across projects.
