Cookie bar not compliant

Acording to google our cookie bar isn't compliant. the warning was for WAC, but we have the same cookie policy and bar across our sites. Google's wording:

It has come to our attention that while the sites(s) or app(s) listed in the attached file seek(s) to obtain consent from users, your consent notice fails to meet the requirements of Google’s Policy, which reflects our understanding of GDPR compliance based on guidance from EU and/or UK Data Protection Authorities (DPAs). For example, the insufficiency of your consent notice may be due to a failure to clearly identify each party that may collect, receive or use end users’ personal data as a consequence of your use of a Google product. Our Policy help page includes more examples of common mistakes when implementing a consent mechanism.

Please check the site(s) or app(s) listed in the attached file and take action to ensure they comply with our Policy. We will re-review your site(s) or app(s) regularly, monitor your account and you will be contacted if Google has confirmed the issue has been fully resolved.

From my reading of it, I think it's because our cookie bar only links to the cookie policy and doesn't let anyone know what we do in regards to data, ad personalisation, etc.

So I'm guessing we need a link to the relevant section of the privacy policy, and i need to find out what google adexchange does in regards to personalised ads...
