Add visible links to a FAQ page

Especially when new to the system, the users will have questions about how the procedure works, which courses are eligible for which credits, and so on…

A FAQ page can solve this. While the page itself needs no fancy features, it should be visibly linked on the pages, so it will be found quickly. A version containing no deployment-specific questions could also be delivered with the project.
