If navigation happens using NavigationManager (not when app starts) then call to OnParametersSet happens after OnInitalized causing ProgramConponent to start program with empty parameters

Looks like a Blazor issue dotnet/aspnetcore#52138

The aspnetcore issue is marked as fixed, have you been able to confirm it with Bolero?
