If you enjoy pedantry, you'd like your closed tickets to all be "4 - Done" or whatever your huboard setup is. (Assume that "doneness" is indicated by the rightmost/highest valued column.) So when you run octoherder cleanup, label all closed tags thusly.

If you use milestones, then all tickets should belong to a milestone. Report which tickets should be assigned - or perhaps we can automatically assign milestones by comparing issue close dates against milestone close dates?
