Chef-Server gets loaded from http://www.getchef.com/chef/download-server which returns an internal server error. This should be switched to https://packagecloud.io/chef/stable.

As a workaround, I've been using the --url flag to specify a package to download; e.g. for Ubuntu 14.0 the command would be:
--url
knife server bootstrap ec2 --node-name chef.postshift.com --ssh-user ubuntu --url https://web-dl.packagecloud.io/chef/stable/packages/ubuntu/trusty/chef-server-core_12.0.1-1_amd64.deb
