Newer x86_64 builds require rebuilding due to the time_t size change

Newer x86_64 builds are only compatible with packages built on haiku newer than hrev51198, due to the time_t size change. I have tested the following edit to the PackageInfo file to make sure it builds and installs correctly. You may want to bump the revision number to reflect this change.
