Test Fast Fourier Transform method on HEC-RAS example data

Based on some very initial testing an FFT-based method seems to be the most promising and simplest way to discern stable vs. unstable hydrographs. This needs to be rigorously tested, however, against a wide variety of stable and unstable HEC-RAS model hydrographs.
