TASK: fix EBS handling of renamed packages

What does the ELN SIG need to do?

EBS does not seem to be properly handling those packages which are renamed between Fedora and ELN/RHEL (e.g. dump/restore, freeipa/ipa). There do not appear to have been any automated build attempts of these packages since the rewrite, nor was I able to issue a trigger command by either name. The trigger error with the Fedora name was freeipa is not an approved component, ignoring, and with the RHEL name, Package ipa has never been built for f40.
