Discover them and make director/backends available, for peer lookups.

Work is in progress - using DNS lookup (which in kubernetes can be done with a headless service).

Having some trouble with the peer lookups themselves - getting 503's, leading me to suspect that the request is bouncing between peers... this slows down the overall lookup, compared to a straight backend fetch, so needs to be resolved before cutting a new image.
